The signal report is pretty ambiguous. In the best case it is the result of a precise measurement, in other cases a 599 report does not mean more than something like 'this QSO is OK', especially in DX pile ups and contests.
To give a RST meaning it is also necessary to tell your qso partner about the power you are using and the antenna gain, otherwise it is very difficult to interpret the rst report.
